Top 6 Delaware Markets for Real Estate Investors in 2027: Dover, Wilmington, Middletown, Newark, Rehoboth Beach and Bethany Beach

The best Delaware markets for real estate investors in 2027 pair entry prices from about $250,000 in Wilmington with strong short-term rental potential, led by an 80 AirDNA score in Wilmington and $52,816 in average annual STR revenue in Rehoboth Beach. Delaware is a small state with three very different housing markets packed into about 100 miles, and its six markets below run from Wilmington, the state's largest city and corporate hub, and the college town of Newark in New Castle County, to fast-growing Middletown, the state capital in Dover and the beach towns of Rehoboth Beach and Bethany Beach in Sussex County. Median sale prices run from about $250,000 in Wilmington to about $430,000 in Middletown and Newark and more than $900,000 in Rehoboth Beach (Redfin, 2026), and typical rents run from $1,354 in Dover (BiggerPockets) and $1,700 in Wilmington to $2,690 in Middletown (Zillow). Investors buying here typically finance with Delaware DSCR loans, which are qualified primarily based on the property rather than the borrower's personal income, although at beach prices the “DSCR Ratio” generally depends on a solid down payment or nightly revenue.

This breakdown uses market data collected as of October 2026, the most current snapshot available heading into next year's buying season. If you're evaluating a purchase in the final months of 2026, keep in mind that your first full year of rental income, appreciation, or short-term rental revenue lands in 2027 regardless of when you close. A deal you underwrite today is already a 2027 investing decision, just one made with the freshest data available right now.

Delaware has no state sales tax, but since January 1, 2025 it has charged a 4.5% lodging tax on short-term rentals of 31 nights or fewer (House Bill 168, signed September 30, 2024), with a quarter of the money going to beach preservation and county tourism, and booking platforms such as Airbnb and Vrbo collect it for hosts (Delaware Division of Revenue, BNBCalc). Beyond that, the rules are local and they vary widely: Dover limits STRs to an owner's primary residence, Wilmington's residential zones do not permit them, Newark has long treated them as prohibited, and the beach towns license rentals and add their own rental taxes. In practice, i.e. for an investor buying a nightly rental, the town's rules typically matter more than the market averages below, and the four core markets generally work best as long-term rentals.

Delaware's northern markets are also competitive. Redfin's “Compete Scores” run from 75 in Newark (“very competitive”) down to 50 in Rehoboth Beach (“somewhat competitive”), and homes in Newark are selling in a median of just 26 days. At the beach, Redfin search data shows Washington, D.C. buyers (a net 2,983) looking at Rehoboth Beach far more than any other metro, followed by Philadelphia and New York.

Below, we break down six Delaware markets worth watching, using current data from Zillow, Redfin, BiggerPockets, and AirDNA.

Note: Home price appreciation and rent-growth figures below come from Redfin's median sale price data, Zillow's Home Value Index and BiggerPockets' Market Finder, which use different methodologies and can vary from one another, so treat them as directional. Only Dover has a BiggerPockets page (covering the Dover metro, i.e. Kent County), so Zillow's figures are used for the other markets. Redfin's Bethany Beach figures rest on only four sales, so Zillow's figure is the headline there. AirDNA's Wilmington and Newark figures are submarkets of its Philadelphia market, AirDNA does not track Middletown separately, and its Rehoboth Beach and Bethany Beach figures are submarkets of its Delaware/Maryland Beaches market.
Quick Answer
Delaware's Top 6 Markets
01Dover for state government and Air Force base tenants, BiggerPockets rent growth of 5.37% and a rent-to-price ratio of 0.43%, at prices near $315,000.
02Wilmington for the lowest Redfin prices in the article (about $250,000), price growth of 13.6% and an AirDNA score of 80, on a banking and corporate job base.
03Middletown for newer suburbs between Wilmington and Dover, the highest Zillow rents on this list ($2,690) and sales up 42.9% from a year ago.
04Newark for University of Delaware tenants, the best Zillow rent-to-value ratio on this list, the most competitive sales market in the article (Compete Score 75) and homes selling in 26 days.
05Rehoboth Beach for the deepest STR market in the article (2,251 listings), revenue near $53,000 a year and a steady stream of Washington, D.C. buyers.
06Bethany Beach for the highest nightly rates in the article ($458.80, up 6.4%) and family beach demand in Delaware's “Quiet Resorts.”

Dover, DE

Capital-city tenants with a primary-residence rule

Dover is Delaware's capital, home to state government, Dover Air Force Base, Delaware State University and Bayhealth's hospital, with Dover Motor Speedway drawing race-weekend crowds. It is the steady long-term rental market in the article – and the one where the city's STR rule most clearly points investors toward annual leases.

Pricing & Rent

  • Redfin's median sale price was about $315,000 in August, up 9.3% year-over-year, with the median price per square foot down 3.5% to $165, 132 homes sold (122 a year ago) and homes taking a median of 34 days to sell, unchanged from a year ago. Homes closed at about 99.8% of list price, 31.8% sold above list, 25.1% saw price drops, and Dover's Compete Score is 71, i.e. “very competitive.”
    ‍Redfin · August 2026
  • BiggerPockets shows median rental income of $1,354 for the Dover metro, a median home price of $316,600, a rent-to-price ratio of 0.43% and an affordability score of 19.96%. Growth Stats show 8.95% appreciation and 5.37% year-over-year rent growth, with population growing 1.38%. Note that these are metro figures covering Kent County.
    ‍BiggerPockets · 2026

Why Investors Are Watching Dover

BiggerPockets points to the State of Delaware and Bayhealth Medical Center as the major employers, and the Air Force base and university add a steady flow of military families, staff and students looking for rentals. However, First Street data on Redfin rates the flood risk as “moderate” (11% of properties), so investors should check the flood map for each address. On the STR side, Dover's Ordinance 2020-05, adopted January 11, 2021, allows short-term rentals only in a Dover resident's primary residence (or in a licensed bed and breakfast), with an annual license and a city inspection when the license is first issued, so a non-resident investor generally cannot run a whole-home Airbnb in the city (City of Dover).

Short-Term Rental Performance (AirDNA)

The Dover market posts an AirDNA score of 47/100, with Seasonality (71) leading, Regulation (67) and Rental Demand (63) next, and Investability (48) the “soft spot.” Annual revenue per listing averages $19,135 (down 4.5% year-over-year), with an average daily rate of $109.12 (up 5.0%) and occupancy of 55% (down 6.7%). Total active listings sit at 237, up 37.8%, the fastest supply growth on the list, and pool homes carry the top end, such as a five-bedroom home with a pool ($89K a year at 59% occupancy). Note that this market reaches beyond the city limits, where Dover's ordinance does not apply.

Investor Takeaway: Dover offers government and military tenants, solid rent growth and a competitive sales market at moderate prices. Investors should generally buy for the long-term rent inside the city, treat nightly rentals as an owner-occupied strategy under Ordinance 2020-05, and check the flood map for each address.

Wilmington, DE

Corporate capital at a city discount

Wilmington is Delaware's largest city, on the Christina River along the Amtrak Northeast Corridor, home to major banking and credit card operations and ChristianaCare's Wilmington Hospital, with the lowest median sale price on this list. It is the value-and-appreciation market in the article, with the fastest Redfin price growth among the six.

Pricing & Rent

  • Redfin's median sale price was about $249,835 in August, the lowest on this list and up 13.6% year-over-year, the fastest gain in the article, with the median price per square foot up 5.1% to $174, 243 homes sold (251 a year ago) and homes taking a median of 38 days to sell, unchanged from a year ago. Homes closed at about 98.8% of list price, 26.6% sold above list, 31.3% saw price drops, and Wilmington's Compete Score is 66, i.e. “somewhat competitive.”
    ‍Redfin · August 2026
  • Zillow's Home Value Index puts the typical Wilmington home at $329,558, up 1.5% over the year to August 2026, and Zillow's rental data puts average rent at $1,700, up $25 from a year ago. Zillow's slower growth figure is a useful check on Redfin's 13.6% jump. Wilmington does not have a BiggerPockets page of its own, so Zillow stands in here.
    ‍Zillow · 2026

Why Investors Are Watching Wilmington

The case for Wilmington rests on its corporate base, with banks, credit card companies and the legal and business services that come with Delaware's role as a home for corporate filings, and on direct Amtrak and SEPTA rail service to Philadelphia. However, nearly a third of listings saw price cuts, and First Street data on Redfin rates the flood risk as “major” (18% of properties). On the STR side, Wilmington's residential zones (R-1 through R-5) do not permit short-term rentals other than owner-occupied bed and breakfasts, two attempts to pass an STR ordinance were withdrawn in 2024, and the city has no STR license or city lodging tax of its own, so stays carry only the state's 4.5% tax, while rental owners need the city's residential rental license ($100 per unit) (BNBCalc).

Short-Term Rental Performance (AirDNA)

The Wilmington submarket of AirDNA's Philadelphia market posts a score of 80/100, with Seasonality (95) and Rental Demand (81) leading, Investability (71) and Regulation (62) next, and Revenue Growth (54) the “soft spot.” Annual revenue per listing averages $23,770 (up 2.1% year-over-year), with an average daily rate of $108.32 (up 1.6%) and occupancy of 66% (up 1.7%). Total active listings sit at 420, up 1.7%, and larger homes carry the top end, such as a four-bedroom townhouse ($76K a year at 53% occupancy). Note that this submarket reaches beyond the city, including Delaware City, where the city's zoning rules do not apply.

Investor Takeaway: Wilmington offers the lowest Redfin prices and fastest Redfin price growth on this list, on a corporate job base with direct rail service to Philadelphia. Investors should generally buy for the long-term rent, check the flood map before making an offer, and use the high share of price cuts to negotiate.

Middletown, DE

Suburban growth on the Route 1 corridor

Middletown sits in southern New Castle County, between Wilmington and Dover off Route 1, with new subdivisions, the Appoquinimink School District and an Amazon fulfillment center. It is the newer suburban market in the article, with the highest Zillow rents on this list.

Pricing & Rent

  • Redfin's median sale price was about $429,716 in August, down 2.1% year-over-year, with the median price per square foot up 6.2% to $197, 80 homes sold (56 a year ago, up 42.9%) and homes taking a median of 45 days to sell, up 10 days from a year ago. Homes closed at about 98.3% of list price, 28.2% sold above list (down 12.8 points), 28.1% saw price drops, and Middletown's Compete Score is 62, i.e. “somewhat competitive.”
    ‍Redfin · August 2026
  • Zillow's Home Value Index puts the typical Middletown home at $532,809, up 2.0% over the year to August 2026, and Zillow's rental data puts average rent at $2,690, down $209 from a year ago, still the highest on this list. Middletown does not have a BiggerPockets page of its own, so Zillow stands in here.
    ‍Zillow · 2026

Why Investors Are Watching Middletown

The case for Middletown rests on growth, with families drawn by newer homes and schools, and on its position between Wilmington's jobs and Dover's, which keeps rental demand steady. However, sales slowed, with homes taking longer to sell and fewer selling above list than a year ago, and Zillow shows average rent down $209 from a year ago, so buyers typically have more room to negotiate. First Street data on Redfin rates the flood risk as “minor” (5% of properties). On the STR side, Middletown is an incorporated town with its own rules, so New Castle County's rules and its county lodging tax of up to 3% do not apply here. The town has no STR-specific rules, but every rental unit must be registered with the town's Licensing & Inspections office (free) and pass a $75 inspection at each change of tenant.

Short-Term Rental Performance (AirDNA)

AirDNA does not track Middletown as its own submarket, and its Middletown data resolves to the Newark submarket covered below, which reaches well beyond the town. Investors pricing a nightly rental here should generally rely on comparable listings in Middletown itself rather than the Newark-area averages, keeping in mind that most of the town's demand is long-term.

Financing note: Harpoon Capital offers industry leading DSCR Loans for properties in Middletown and all throughout the market area. Check out our full DSCR Loans Program here, or if you want a quote on what terms look like today, fill out this two-minute form!

Sources: Zillow Home Value Index↗ · Redfin Housing Market↗ · AirDNA Market Data↗

Investor Takeaway: Middletown offers suburban growth, newer homes and the highest rents in Delaware, between the state's two largest job centers. Investors should generally buy for the long-term rent, use the slower sales pace to negotiate, and confirm the town's rules before trying nightly stays.

Newark, DE

University tenants and a fast-moving sales market

Newark is home to the University of Delaware and its STAR Campus, on I-95 between Philadelphia and Baltimore, with ChristianaCare's Christiana Hospital nearby and the most competitive sales market on this list. It is the college-town rental market in the article, where students, staff and hospital workers keep demand steady.

Pricing & Rent

  • Redfin's median sale price was about $425,000 in August, down 1.2% year-over-year, with the median price per square foot up 6.7% to $190, 55 homes sold (73 a year ago) and homes taking a median of only 26 days to sell, the fastest on this list. Homes closed at about 99.8% of list price, 30.9% sold above list, 21.9% saw price drops, and Newark's Compete Score is 75, i.e. “very competitive,” the highest in the article.
    ‍Redfin · August 2026
  • Zillow's Home Value Index puts the typical Newark home at $365,464, up 1.0% over the year to August 2026, and Zillow's rental data puts average rent at $2,275, down $15 from a year ago, which works out to a rent-to-value ratio of roughly 0.62% a month, the best on this list. Newark does not have a BiggerPockets page of its own, so Zillow stands in here.
    ‍Zillow · 2026

Why Investors Are Watching Newark

The case for Newark rests on the university, which brings a steady supply of student and staff tenants, and on a tight sales market where fewer listings sold this year but homes still moved quickly. First Street data on Redfin rates the flood risk as “moderate” (6% of properties). On the STR side, Newark's rental code allows only “non-transient” renters, which the city has long treated as a ban on Airbnb-style rentals, with fines of $100 per day, and in April 2026 the planning commission recommended making the ban explicit. However, in May 2026 a council majority favored allowing owner-occupied rentals with the owner present and asked staff to draft an ordinance, and as of October 2026 whole-home STRs remain banned while the owner-occupied rules are still pending (Newark Post).

Short-Term Rental Performance (AirDNA)

The Newark submarket of AirDNA's Philadelphia market posts a score of 77/100, with Seasonality (96) and Rental Demand (79) leading, Regulation (69) and Revenue Growth (60) next, and Investability (52) the “soft spot.” Annual revenue per listing averages $25,967 (down 1.3% year-over-year), with an average daily rate of $121.75 (up 4.3%) and occupancy of 65% (down 2.7%). Total active listings sit at 195, up 7.1%, and event-driven homes carry the top end, such as a townhome near the university and the stadium ($66K a year at 90% occupancy). Note that this submarket reaches beyond the city limits, where Newark's rules do not apply.

Financing note: Harpoon Capital offers industry leading DSCR Loans for properties in Newark and all throughout the market area. Check out our full DSCR Loans Program here, or if you want a quote on what terms look like today, fill out this two-minute form!

Sources: Zillow Home Value Index↗ · Redfin Housing Market↗ · Newark Post↗ · AirDNA Market Data↗

Investor Takeaway: Newark offers university tenants and the most competitive sales market in Delaware, with homes selling in under a month. Investors should generally buy for the long-term rent near campus, be ready to offer at or near list, and treat nightly rentals inside the city as off the table for whole homes.

Rehoboth Beach, DE

The Nation's Summer Capital and its D.C. buyers

Rehoboth Beach is the largest of Delaware's beach resorts, known as “The Nation's Summer Capital” for its Washington, D.C. visitors, with a mile-long boardwalk, a busy restaurant scene and Tanger Outlets on Route 1, tax-free since Delaware has no sales tax. It is the deepest STR market in the article, with a median sale price near $900,000.

Pricing & Rent

  • Redfin's median sale price was about $909,398 over the three months ending in August, the highest Redfin median on this list and up 7.2% year-over-year, with 25 homes sold in August (16 a year ago) and homes taking a median of 57 days to sell, down from 66 a year ago. Homes closed at about 97.3% of list price, 20.9% sold above list, 25.1% saw price drops, and Rehoboth Beach's Compete Score is 50, i.e. “somewhat competitive,” the lowest in the article.
    ‍Redfin · August 2026
  • Zillow's Home Value Index puts the typical Rehoboth Beach home at $796,302, up 3.2% over the year to August 2026, and Zillow's rental data puts average rent at $2,400, up $100 from a year ago. Rehoboth Beach does not have a BiggerPockets page of its own, so Zillow stands in here.
    ‍Zillow · 2026

Why Investors Are Watching Rehoboth Beach

The case for Rehoboth Beach rests on a summer season that fills the town from Memorial Day through Labor Day and on buyers from Washington, D.C. (a net 2,983 in Redfin search data from April to June 2026), Philadelphia (735) and New York (245). However, three-quarters of local buyers searched to leave the area (October to December 2025), and nightly rates and revenue both fell this year. On the STR side, the city requires a rental license under its residential rental code and charges its own 7% rental tax, paid by the owner, on top of the state's 4.5% lodging tax, and many homes sit in the surrounding Sussex County area, where county rules apply instead, so investors should confirm which rules cover a specific address (19Pine).

Short-Term Rental Performance (AirDNA)

The Rehoboth Beach submarket of AirDNA's Delaware/Maryland Beaches market posts a score of 40/100, with Investability (55) leading, Regulation (54) and Rental Demand (52) next, and Revenue Growth (46) and Seasonality (43) the “soft spots.” Annual revenue per listing averages $52,816 (down 5.9% year-over-year), the highest in the article, with an average daily rate of $447.90 (down 6.0%) and occupancy of 52% (down 1.3%). Total active listings sit at 2,251, down 5.3%, the deepest STR market in the article, and large group homes carry the top end, such as a 13-bedroom group home ($924K a year at 77% occupancy) and the 15-bedroom Memories Beach Home ($322K).

Financing note: Harpoon Capital offers industry leading DSCR Loans for properties in Rehoboth Beach and all throughout the market area. Check out our full DSCR Loans Program here, or if you want a quote on what terms look like today, fill out this two-minute form!

Sources: Zillow Home Value Index↗ · Redfin Housing Market↗ · 19Pine Rehoboth Beach STR Guide↗ · AirDNA Market Data↗

Investor Takeaway: Rehoboth Beach offers the deepest STR market and highest STR revenue in Delaware, fed by Washington, D.C. visitors and buyers. Investors should generally underwrite on summer-weighted revenue, confirm whether a property falls under city or county rules, and budget for combined lodging taxes of 11.5%.

Bethany Beach, DE

Quiet Resort, premium rates

Bethany Beach is the heart of Delaware's “Quiet Resorts,” along with South Bethany and Fenwick Island, a family beach town with a small boardwalk, no high-rises and the highest nightly rates on this list. It is the classic Delaware beach rental – with a short summer season and premium weekly rates!

Pricing & Rent

  • Zillow's Home Value Index puts the typical Bethany Beach home at $934,339, up 5.1% over the year to August 2026, and Zillow's rental data puts average rent at $2,500, up $100 from a year ago, and the typical home value is the highest on this list. Redfin's figures for Bethany Beach rest on only four sales last month, so they are left out here, and Bethany Beach does not have a BiggerPockets page of its own.
    ‍Zillow · 2026

Why Investors Are Watching Bethany Beach

The case for Bethany Beach rests on families who return year after year for weekly summer rentals, which keeps nightly rates above $450, and on a quieter town that draws a different crowd than Rehoboth Beach or Ocean City, Maryland. However, First Street data on Redfin rates the flood risk as “major,” with 95% of properties exposed, and hurricanes the main wind threat, so flood and wind insurance should be priced before making any offer. On the STR side, the Town of Bethany Beach requires a rental license for each unit rented at any time during the year ($100 a year, running June 1 to May 31) and charges a 7% town rental tax on gross receipts, paid twice a year, on top of the state's 4.5% lodging tax.

Short-Term Rental Performance (AirDNA)

The Bethany Beach submarket of AirDNA's Delaware/Maryland Beaches market posts a score of 40/100, with Regulation (56) and Investability (51) leading, Rental Demand (49) and Seasonality (46) next, and Revenue Growth (42) the “soft spot.” Annual revenue per listing averages $51,750 (down 2.0% year-over-year), with an average daily rate of $458.80 (up 6.4%), the highest in the article, and occupancy of 56% (up 0.6%). Total active listings sit at 1,478, down 4.2%, and homes near the sand carry the top end, such as the Bethany Beach Breakaway ($298K a year at 55% occupancy) and Steps to Shore ($266K at 56%).

Financing note: Bethany Beach deals often qualify on TTM actuals or STR revenue projections given the seasonal revenue base, and Harpoon Capital offers industry leading DSCR Loans for properties throughout the market area. Investor Takeaway: Bethany Beach offers the highest nightly rates in Delaware and loyal family demand in a quieter beach town. Investors should generally underwrite on trailing twelve-month actuals, budget for the 7% town tax plus the state's 4.5%, and price flood and wind insurance early.

A few patterns stand out. The beach towns earn about twice the revenue per listing of the northern markets, roughly $52,000 against $19,000 to $26,000, but the AirDNA scores run the other way, because Wilmington and Newark book year-round at 65% occupancy or more while the beaches depend on a short summer. Nightly rates at the beach also run about four times those in Dover and Wilmington, i.e. beach STRs earn on rate while the northern markets earn on volume. Additionally, beach listings fell this year while Dover's grew by more than a third, so the new supply is landing in the market where city rules are tightest.

Which Delaware Market Fits Your Strategy?

Delaware's real estate landscape offers a strategy for nearly every type of investor:

Government and military tenants in the capital:Dover
Low prices and fast appreciation in a corporate city:Wilmington
Newer suburban homes and high rents:Middletown
University tenants in a fast-moving market:Newark
The deepest beach STR market:Rehoboth Beach
Premium family beach rentals:Bethany Beach

‍

Market-level data is a starting point, not a substitute for underwriting the specific property, neighborhood and rental strategy in front of you. Delaware leaves STR rules to its cities and towns, which range from Dover's primary-residence rule and Newark's long-standing ban to the beach towns' licenses and rental taxes, and combined taxes on a beach rental can top 11%, so investors should confirm the rules and tax setup at a specific address before they close and check the flood map in Wilmington and at the beach.

Frequently Asked Questions

Do I need a license to run a short-term rental in Delaware?

There is no general statewide STR license for hosts who book through a platform, but stays of 31 nights or fewer carry the state's 4.5% lodging tax, which platforms like Airbnb and Vrbo collect, and hosts who book guests directly generally need a $25 accommodations intermediary license from the state. Towns add their own rules, e.g. Dover requires an annual STR license for an owner's primary residence, and Bethany Beach requires a $100 rental license and charges a 7% town rental tax.

Can I run an Airbnb in Dover, Wilmington or Newark?

Generally not as a whole-home investment property. Dover allows STRs only in a resident owner's primary residence, Wilmington's residential zones do not permit them outside owner-occupied bed and breakfasts, and Newark has long treated them as prohibited, although rules allowing owner-occupied rentals with the owner present are pending. Investors in these cities typically buy for the long-term rent and look to the beach towns for nightly income.

Do I need a Delaware real estate license to buy an investment property there?

No. Out-of-state and first-time investors can buy investment property in Delaware without any license. A DSCR loan qualifies you primarily based on the property itself rather than your personal income or professional credentials, which is part of why it's such a common financing tool for out-of-state buyers.

What is a DSCR loan and how does it work for a Delaware rental property?

A DSCR (Debt Service Coverage Ratio) loan qualifies a property primarily based on the property (its rent, value and location) relative to its mortgage payment, rather than the borrower's personal income or tax returns. If the property's projected or actual rent covers the mortgage payment (a DSCR of 1.00x or higher), it's generally easier to qualify, and Harpoon Capital also offers options for deals below 1.00x.

How much down payment do I need for a DSCR loan in Delaware?

Harpoon Capital's DSCR loan program allows as little as 15% down on qualifying purchases, up to 85% LTV, with cash-out refinances available up to 80% LTV. Exact terms depend on the property, credit profile, and DSCR ratio. Fill out our DSCR Loan Application to see specific numbers for your deal.
